Your Forza Steam file is its own support saved game that you can’t switch over to an Xbox or other device.
Steam does support crossplay with Horizon 5, but it does not support cross-saving. There’s one big caveat here when it comes to playing on Steam. This opens up plenty of mobile possibilities, although performance isn’t likely to be the same on a mobile device.
